State intervention appears to be on the way for Wayne County and its county government financial crisis. The county CEO, Warren Evans, is asking Governor Snyder’s administration to declare the county to be in a financial emergency. That’s the first step toward a consent agreement in which the state could dictate terms of restructuring finances, including a structural deficit and unfunded pension liabilities approaching one billion dollars.
