The driver of a boat from which the Southfield Fire Chief Keith Rowley jumped into Lake St. Clair to recover his hat was drunk. 55-year-old William Jeffrey of Troy pleaded guilty to drunken boating, a misdemeanor, for the incident July 31st in Lake St. Clair off Harrison Township
