Road Builders, Union Avoid Fines For Stoppage

No fines will be leveled on road-building contractors for the 3 week work stoppage in the summer.
It delayed big projects like I-696 and I-75.
The Michigan Department of Transportation says it cannot legally issue a fine on contractors or workers due to a labor dispute.
The contractor’s association locked out members of the operating engineers union for 3 weeks, and that brought work to a halt on dozens of projects. The two sides later agreed to finish the construction season without a contract.
