Detroit Mayor Mike Duggan will deliver his third State of the City Address Tuesday night. The speech comes just 14 months after the city was released from bankruptcy. Last year’s speech focused heavily on the rebuilding of the city’s neighborhoods. Duggan is scheduled to speak at 7 p.m. at the Second Ebeneezer Church of the city’s east side.
